Challenge

Facing a projected ~$20 billion federally funded capital portfolio, a major transmission and distribution (T&D) utility engaged ScottMadden to evaluate and strengthen its engineering, asset management, and capital programs functions. The effort reviewed organizational structure, process maturity, documentation governance, and system/data utilization. through comprehensive utility benchmarking and transmission and distribution engineering assessment. ScottMadden identified priority gaps and developed an integrated improvement roadmap to enhance execution capability, compliance readiness, and long-term scalability.

Process

  • Evaluated organizational structure, roles, and staffing capacity to determine whether transmission and distribution engineering, asset management, PMO, and related functions could support a rapidly expanding capital portfolio.
  • Conducted utility benchmarking of functions and staffing levels against industry peers to validate workforce needs, identify structural improvements, and align with leading T&D engineering practices.
  • Assessed core processes, tools, and data flows across engineering, asset management, PMO, quality and standards, and grid modernization to identify gaps in workflow consistency, documentation governance, and compliance readiness for effective capital portfolio management.
  • Reviewed system / /data usage and technology integration by examining how platforms such as Aconex, Asset Suite, MS Project, and SharePoint were deployed and identifying opportunities to improve adoption, automation, and scalability across the capital program.
