Challenge
Facing a projected ~$20 billion federally funded capital portfolio, a major transmission and distribution (T&D) utility engaged ScottMadden to evaluate and strengthen its engineering, asset management, and capital programs functions. The effort reviewed organizational structure, process maturity, documentation governance, and system/data utilization. ScottMadden identified priority gaps and produced an integrated improvement roadmap that advances execution capability, compliance readiness, and long-term scalability.

- Evaluated organizational structure, roles, and staffing capacity to determine whether engineering, asset management, PMO, and related functions could support a rapidly expanding capital portfolio.
- Benchmarked functions and staffing levels against industry peers to validate workforce needs, identify structural improvements, and align with leading utility practices.
- Assessed core processes, tools, and data flows across engineering, asset management, PMO, quality and standards, and grid modernization to identify gaps in workflow consistency, documentation governance, and compliance readiness.
- Reviewed system / data usage and technology integration by examining how platforms such as Aconex, Asset Suite, MS Project, and SharePoint were deployed and identifying opportunities to improve adoption, automation, and scalability.
