Challenge
A large, south-central investor-owned utility engaged ScottMadden to support the development and submission of a complex grant application for the U.S. Department of Energy’s (DOE) Grid Resilience and Innovation Partnerships (GRIP) Program. ScottMadden helped the client develop a proposal focused on modernizing the distribution grid to protect against severe weather, ice storms, and
wildfires that frequently disrupt service. ScottMadden helped structure, articulate, and submit a compelling grant application for this transformational resilience initiative.
Process
- Designed the grant application strategy for a portfolio of resilience measures, including grid automation, vegetation management via satellite/AI, circuit structural hardening, system firming, and undergrounding highway crossings
- Provided overall project management for the grant development, driving the completion all requirements
- Quantified program benefits to include avoided outage costs, reduced customer minutes of interruption, and job creation
- Managed data collection and compliance reviews, ensuring all technical, economic, and environmental benefits were fully documented for DOE evaluation
- Monitored evolving federal guidance and Q&A to adjust the application accordingly
- Provided tools and guidance to help the client prepare for post-award reporting and compliance
Result
The GRIP grant application was submitted on time and in full compliance with federal requirements, positioning the client to effectively compete for critical funding. The proposal articulated a clear strategy to deliver meaningful benefits to communities—including Tribal Lands—by reducing energy burdens and strengthening long-term reliability. Broad stakeholder support underscored the project’s credibility, with endorsements from Tribal Nations, suppliers, municipal and state officials, and academic institutions. By showcasing innovative technology adoption and strategic partnerships, the application highlighted both immediate impact and lasting value. Beyond submission, the client was also equipped with a comprehensive toolkit to navigate award negotiations and ensure compliance, while detailed documentation and traceability set the foundation for efficient audit responses and long-term program success.
