Regulation

We offer extensive experience in addressing the strategic and operational challenges posed by energy regulation.

For years, regulators and customer advocates have extolled the virtues of open markets and competition to keep energy costs low for the end-use customer. Unfortunately, attempts to provide the benefits of these ideas have often met with less than stellar results. Today’s energy markets are characterized by constrained energy resources and infrastructure, unprecedented energy demand/usage growth, and rapidly escalating energy costs.

Compounding this challenge is a regulated market environment providing little security or incentive for utility investment. Some states continue down the deregulation path while other jurisdictions have decided to stay within the confines of traditional regulation. Unfortunately, neither path always responds effectively to what the customer truly wants or needs, and what they are willing to pay for. Nor does either path always ensure cost recovery.

ScottMadden has extensive experience in addressing the strategic and operational challenges posed by energy regulation. We help our clients in a variety of areas including:

  • Regulatory strategy development
  • Rate case management
  • Testimony development and intervener discovery support
  • Cost allocation and affiliate transaction analyses
  • A&G cost decomposition/regulatory analysis
  • NERC documentation development
  • Preparation for compliance audits

We perform energy regulation projects for a variety of clients including leading gas utilities and diversified utilities.
