Utility rate case filings have not been prevalent over the past 10 years. But the tides have turned and regulatory proceedings are making their way to the forefront of utility consciousnesses again.
In the past, utilities were able to put off rate case filings for a variety of reasons, such as high earnings contributions from unregulated subsidiaries or deferring capital investments for as long as possible. But the current back to basics philosophy, coupled with an increasing need to make significant infrastructure investments and environmental upgrades, means that companies are now finding their most significant avenue for near-term earnings growth may be through a general rate increase.
