Carbon will have a price and soon. Regions and states are already creating a patchwork quilt of carbon rules and the proposed federal legislation (Warner-Lieberman) allocates far fewer allowances than today's generation output requires. Renewables offer one solution to a complex set of issues by offering a means to hedge the supply portfolio, both geographically and by fuel source. Renewable portfolio standards are proliferating and increasing in scope. RPS standards now apply to 40% of the U.S. load and in the past two years one third of the standards have been adopted and Federal legislation is becoming a definite possibility. Developing a strategy, business model, and business case for renewables is complex and time consuming, requiring a unique combination of skills that include origination and project development for permitting, licensing, incentive, tax and credit management.
